Hobo King of Toilettown was a crazed Hobo on the island, often seen riding a giant chicken named El Poule Grande and frequently casting 'Hobo Magic,' often involving spare change. After appearing in the streets with a 'Will lead covert operations for food' sign, he ran the CIA after Kakuzu's departure until his own mysterious disappearance.
By 'mysterious disappearance' we mean explosion. He was later reincarnated as Sherpa Mountain Goat Guy
