Rubel is a Pre-EMP Historian who wishes to find and preserve pre-EMP knowledge and tech in the Archives for the greater good of mankind.  He is a member of [[GERM]]

Rubel can be found wandering the island, following leads on possible cache's of old world tech, although its very likely that he will be found in IC or NewHome offering hot beverages((I hear the hot cocoa is wonderful)) to anyone who wishes to join his campfire.

On his wrist he has an odd wristwatch built for him by [[calliaphone]] using a blueprint he gave her.  It never seems to keep the time but instead the hands seem to move of their own accord, and if you listen closely you can hear the soft melody of the Dance of the Hours.
